: Like midi , RTTTL format is based on notes information while WAV format is the actual wave signal which need to be analyzed in order to detect the notes it contains.
: the first logical step for you will be to find a good WAV to MIDI application and then a MIDI to RTTTL application.
: please notice that converting WAV to MIDI with good accruracy is possible only if the WAV contains a single voice data.
: there is a company called AKOFF whick produce the best WAV to MIDI I know about.
