I had the same problem. Drove me crazy for a week. This was my answer: Make sure the CD's name is correct. I had made copies of the CDs and it seemed to be doing nothing (the only option was "Quit") but when I made new copies of the CD with the correct name ("volume label") it picked it up. Note that if you do have the correct CD in, it will then also look for the other one (there are two rfl CDs).
the CD with Orkester.rfl on it should be named "Orkester"
the CD with Factory Sound Bank.rfl on it should be named "Sound Bank"
