Mac - upgrade to OS X v4.x

where does one find an OS X v4.6 (Tiger) upgrade since the Mac Media store & Frys don't carry it any more. It's like this version never existed. Once version 5 came out, v4 was never heard of again.

OS X 10.3.9

Is there any way to get it to work on 10.3?

can't download program

Looks like the link to download Aquallegro isn't functioning anymore, even though it was posted only a month ago. Does anyone know another location where I can download it?

Aquallegro

I have twice downloaded what promises to be an indispensible program, but it won't open.
I have a G3/266 using OS9.1. Is Aqulallegro only for OS-X?
