There are some programs to run MP3 on DOS or Windows 3.1, however if you want to use a 386sx, you have to download a math coprocessor emulator. All the packages I know require a Chip with a FPU included.
After doing that, you will probably spend 15 or 30 minutes waiting for the processor to calculate the sound.
