hi, i've been looking for a realtime vocoder and in general for complex dsp'ing...
i'm a programmer and i'd like to experiment things and' i've faced your same problem: latency.

i've ended up to the orange vocoder, wich uses VST drivers to do sound I/O: VST drivers come with cubasis software from steinberg.

i'm still doing researches on these drivers; i actually don't even know how to interface to them, but maybe they can be a solution.

i'll post again in either cases: success :) or failure :(
