Use DOSBox. Turn your CPU cycles up to about 15000 if you have a 2.5ghz or better system - runs smooth as butter on mine.
Some of the later Creative Labs cards (like the Audigy, etc.) will not emulate the SB16 in MS-DOS mode within Win98 like the Live! cards did. DOSBox is really the only solution in this matter, and you should have a pretty fast computer in order to use it.
