It means, chances are, it's not going to work properly on your system. The OSS stuff and SYSV_IPC are almost certainly built into your kernel, assuming you have _some_ kind of sound support.
Likewise, you probably have TCL/TK. But if you don't know all this stuff anyway, you're probably running a 2.0.x kernel. The 2.1.x kernels are experimental, so you almost certainly don't have the necessary requirements.
That said, it'll probably run quite happily anyway, but people aren't likely to give you too much support.
