I don't know, exactly in technical terms, but it's something to do with the Isis card being built as a pci card but actually being an older, isa sort of device, and that somehow makes it totally incompatible with modern architecture or some such.

Something like that!

In other words, people aren't just saying "It's impossible" to be difficult. It really is pretty much impossible. To use the Isis, install win 95, 98 or ME. Those are your options right there, end of story for all time.
