EO Video 1.3 at www.eo-video.com will convert WMV files directly into MPEG1 VCD format.

(SVCD, AVI with whatever codec you have, or custom MPEG1 format.)

It's $35 but free to try for 30 days.
(Reloading software seems to reset this trial period. But that's against user agreement.)
