Regarding PCI Slots

I Just want to upgrade my existing USB1.0 to USB2.0,n for that i bought one Tech-Com USB Card.
but that is not detected in my computer.
my pc specifications:
celeron-700Mhz
RAM-192MB
Hard disk-40+20GB
OS-Windows XP(SP2)
motherboard-mercury(KOB 810 DSMT)
there are three PCI slots in my pc,n i tried all the three slots,but none of them r detectng the USB Card.
if any one has any idea plz mail me n plz help me,ur friend(RICHA) is in trouble
