SoundForge is a great program for trying any beat-matching technique. Even though ACID is definately made for this, if you other editing capabilities, SoundForge isn't too shabby. You can also use the Regions and Markers in SoundForge to set loop areas. Once you do this, it's not hard to measure them and then edit them to match. You can also use these regions as blocks to move here and there without ruining the flow of a song. I used to use SoundForge to make entire songs. It also has a nice paste/mix feature so you can do manual overdubs.
