I hope this answer won't start a flame-war either, though a good flame-war can be fun at times :)
I think your best shot would be the PC, 'cos there's loads and loads of relatively cheap or even free software available, and you can asseble a system to suit all your needs at a fraction of the cost (compared to Mac)
Of course the Mac is a fine machine, but if you want to keep this a low-cost thing and you want to be able to find cheap software and get support from other users (like on this board), go for a PC.
Any decent second-hand Pentium 166 is a good start, buy something faster if you want to use software synths...
