How do I mix wav files together?

I want to combine two wav files into a single file, not splice them end-to-end, but have the third file sound like the two being play simultaneously.

You could always use a multitrack recorder like <a href="http://www.hitsquad.com/smm/programs/Audacity/">Audacity</a>.
