Neil; don't get a drum machine, they are almost entirely redundant if you have a pc with soundcard. If you only want to do drums, a virtual sampler on your soundcard can hold all the noises of whatever drum machine you prefer (NB you get get a virtual sampler free with AWE soundblaster soundcards), and can be played via MIDI from any non-audio sequencer such as cubase, logic, cakewalk. (Don't try to use the audio versions, as the virtual sampler and the sequencer will both want to use the soundcard, which will cause problems).
As to changing pitch, timestretching, adding effects etc I use Wavelab and Soundforge, both of which are excellent audio editors.
Alternatively, use cubase/cakewalk/logic audio versions in alliance with recycle to create new new drum loops from sampled loops; this way you will also have access to all the other audio functions of these powerful programs.
If you get a hardware sampler, and use an audio program, all these options will available simultaneously.
