Why is my pic not loading?

I am trying to use a pic as an avatar but it would not load? Is it me or is this feature turned off?

Does the image meet the following requirements ?

1) Its width can be no greater than 100 pixels and the height no greater than 110 pixels ?

2) The file size no more than 21 KB ?
