dear sir:
just about any software wav editor should be able to accomplish this- some are shareware, some are nagware, some are freeware. they are all available for download, on hitsquad.com. in anycase, you would simply record [or convert an mp3 into a wav. file for editing] a song or songs, go into each one and slice and dice until you had just the nub of greatness you seek, then you might have to fade the ends and crossfade into other pieces you previously had done the same things with. to find freeware editors which allow crossfading, you might have to go to a place like winmx.com [i.e., download the free program and then use that program to browse and download a free editor such as an older version of cool edit] or find a download site for kazaa and do the same. |

You are almost standing on top of the software as we speak!
The following will take you to some ringtone converters:

And this points to some recording SW:

I don't believe you are going to locate a package that will "do it all", your going to have to jump thru a few hoops...but the ride should be fun and educational. |
