Could anybody tell me how to get a copyright permision,because i want to adapt some works from another composer and arranger but dont know how to pay them oficialy.Please help me.Thanks alots.

Simply find out who the Publisher is and then go to their website - most music publishers allow you to buy licenses through their websites these days.
