I would like to say I am very much interested in creating a female singing group with anyone from the ages 13-20. (However I would prefer 15+ but ability and talent doesnt know an age.) I myself am 19 years old, and live in California. However, you must be serious about this. I don’t want to hear from someone who is unable to commit to this. You must have time to find places to perform and practice together (to get noticed) create youtube videos, be a part of creating a group site, and eventually, after time, make a demo. Or if we got lucky be on some tv talent show type thing, lol. You must have transportation and some spending money to get you here or there. The group I wish to make would sing anything from pop, to r&b, to dance music. If you do not live in california, please do not contact me.
Please take into consideration if you have a lot of extracurricular activities and school (im speaking to the youngens ;P) this may not be for you >.

Maybe you should look into a website closer to your country? Do a Google search for your city or town and start from there.
Maybe a yahoo.com local that would benefit you as well.
