I'd like to know what everyone else thinks, but I'll start the ball rolling with who I reckon the 2 best are:
1. Nine Inch Nails
2. Kraftwerk

Hello all, this is my first post. Regarding electronic music, the present best electronic musicians should pay homage to the early pioneers Utopia (one of Todd Rundgren's bands). Utopia was eclectic and unique. The drummer (cannot recall name) played an electronic kit that was part Harley Davidson Motorcycle, and part drum. He would DRIVE HIS DRUM KIT ONSTAGE and play his a** off! One particular song was my favorite, "Zenn Machine" from the self-titled album UTOPIA. Look these guys up and listen. Aside from the occasional bubblegum pop ballad, keep in mind that for 20+/- years ago this stuff was groundbreaking. Happy landings.

All time is a mighty broad brush. It "could" include items like Jeff Becks last CD, "Who else!" but must include Thomas Dolby somewhere in the line up: ) I wonder if we can include Emerson Lake and Palmer in this as well.
