It depends what you want. If you just want to create and print musical scores then Music Publisher is intended for that. If you really want to compose at the computer then choose a sequencer or similar.

The two below programs will convert your MP3s ready
to be burned to CD:

You require a CD Writer (burner) to get your MP3s

To mention a few: Cubase VST, Cakewalk, Cool Edit Pro. To begin with you will have to use a full duplex soundcard. It will allow you to play and record at the same time.
